It would be possible under the SASS if seats & tables were put in one end.Whether it’s worth the hassle & hire extra staff to wait on the tables is another question.So, it seems there's no requirement to eat 'a substantial meal' in order to purchase a drink at a football ground. However, you do have to be sitting down.

1 000 fans for the pizza cup would seem to make sense, especially as we've not any sort of trial beforehand. Very hard to guess what the crowd might be; ordinarily you'd expect the crowd to be comfortably less than a 1000 but presumably the fact it's the first game back might boost the numbers.Nicky Law saying that there’ll only be 1000 fans in for the first game.
