Their owner is worth £400 million.
He was part of family ownership but has now bought out other family shares to be sole owner.
It could be that other family members had been more circumspect regarding their investment.

He still has plans to develop a new stadium with the South Stand work at the Memorial Ground being an interim project while the new stadium plans are being worked through.

I suspect 'interim' might be rather longer than anticipated. See Oxford United, Luton, Southend...

A friend who is a Reading fan says that in addition to the new embargo some of the players they have just signed will have to be released,they will be unable to pay a transfer fee until January 2025, they lost all their pre season friendly games and their is a rumour that their CEO has “disappeared”.
