There was nothing else except National Radio 1 to 4 until 1980 in this area(Exeter/Torquay) until Devon Air started broadcasting from St David’s Hill(building now converted into flats)

Iirc BBC Radio Devon did not start until around 1982/83.The Studios were also on St David’s Hill(recently demolished)
Were those almost opposite The Pack Horse pub and the old Exeter 2 & 3 Tax Offices now converted to flats ?

Yes..Devon Air was just down from the Pack Horse PH on the opposite side.
Radio Devon was the same side a bit further up just off the road in a cul-de-sac opposite the old Tax Office.

Thanks for that. I recall some radio offices opposite when I was lodging in The Pack Horse from September 1982 to January 1983. I think those old offices might have been the Inland Revenue SW regional office before that in the mid 1970's
