The main points of the proposal (affecting the Prem) in a aim to improve the England squad is;
  • A player will have to have been registered with his club from the age of 15 - down from 18 - to qualify as 'home-grown'.
  • The minimum number of home-grown players in a club's first-team squad of 25 will increase from eight to 12, phased over four years from 2016.
  • At least two home-grown players must also be 'club-trained' players - defined as any player, irrespective of nationality, that has been registered for three years at their club from the age of 15.Only the best non-EU foreign players will be granted permission to play in England.

Out of the current top 4 the number of English players in the squads are;
Chelsea: 5 (Blackman, Terry, Cahill, Loftus-Cheek, and Brown)
Man City: 4 (Wright, Hart, Milner, Lampard)
Arsenal: 7 (Gibbs, Chambers, Wilshire, Oxlade Chamberlain, Walcott, Welbeck, Akpom)
Man U: 9 (Amos, Shaw, Smalling, Jones, Blackett, Carrick, Young, Wilson, Rooney)

Oh right so that really fecking helps lower league clubs, by the new rules Grimes wouldnt count as a home grown player as he wasnt at Swansea at 15

Motor. Not the case. 'Home grown' means registered with any club affiliated with the FA (or FAW). So Grimes would be home grown. It's aimed at stopping Arsenal and Chelsea (for example...) signing lots of 18 year old Belgians, sticking them in their Academies for 3 years after which time they count as 'home grown'
