But if Tis had nothing to do with it, why do we even have football managers?

Why not just find a bunch of kids and say ‘you can kick a ball, now off you go and work hard. Then you’ll play for Chelsea?’

Your initial comment was that Tisdale had an amazing record for improving players.

I don't think he was great at that, for all the players who improved, many stagnated or went backwards, he also had a habit of signing players who were beyond development.
