I believe the electoral bias to Labour has arisen over the last 30 years or so as rural seats have become larger and inner city seats smaller. By the time any reorganisation is approved it is already out of date. The 1992 election gave Johnny Major a thin 21 seat majority when he achieved a record popular vote. But all the conventional wisdom at the time was that if Labour could not win in 1992 they would never win again and little was done to realign the constituency boundaries. And that's not even looking at the massive lack of proportion in the Lib Dem results. 23% of the vote, 8% of the seats. Splendid.31% of the vote got Johnny 166 seats in 1997 while 29% this year got Gordy 258 seats which shows just how skewed the system is at present.
