Has he actually said this? He's said multiple times that, we have put our best offer in front of players, agents and clubs, which haven't been sufficient but I don't think he's ever said he's operating with a L2 budget. Anyone who thinks we would ever be able to compete with the likes of Sheff Wed, Derby and Ipswich is delusional, but that's not to say we have a L2 budget.
