Not seen that photo before.
Interesting how the focus has made the background in the distance closer.Photographers why is that ?
Old Tivvy Rd/Wrentham Estate seem a lot closer than they really are.The dome on the top of Stoke Hill Church is visible too.

Am not a photographer, but I believe the effect is telephoto lens compression. (It makes the old bank look steeper than it really was, too)

In all the furore about people flouting Covid lockdown rules, photographers used the effect to make beachfronts and parks look more crowded than they really were, by foreshortening the view. It meant they were able to sell the photos to the Daily Mail etc. who lapped it up as they like to create outrage.

There are a few articles on it online. This one is quite good.
