Plenty of those nearer home - Plymouth, Hartlepool, Colchester...I think it was originally introduced because Swindon won the League Cup from this division and they weren't allowed to compete in the UEFA Cup (then the Fairs Cup) under the UEFA rules at the time. It was abandoned due to eroding popularity and increasing crowd trouble in the end.
It would be interesting to see whether some form of lower league European competition would generate sufficient interest today. I doubt it, although I'd personally rather like the idea of hopping on the Easyjet for a couple of matches in odd corners of Europe.
