It's more space efficient to have vomitory in the centre, as you have a single run of straight stairs, rather than two stair runs either side of the vomitory then a kink to return to single run. Therefore there is more space left over for seats!

There are 15 rows, I remember a press release saying that two rows were devoted to press, most likely in block D. 13 +2 = 15. QED
