It staggers me how "the leech" was deemed a "fit and proper" owner in the first case ?

I don't see how people who aren't 'fit and proper' working for an organisation that isn't 'fit and proper' are in a suitable position to be able to make decisions about who is 'fit and proper' to own a football club. ;)

In fairness to their owner, didn't he inherit a complete basket case left by Gartside?

I would suggest that you check out David Conn's assessment for the Guardian, "Bolton's 'rogue chairman' Ken Anderson puts EFL ownership under scrutiny" (Wed 9th Jan 2019). You might lose some sympathy for the permatanned fraudster, when you are brought up to speed on his murky past !

Probably would still pass their 'fit and proper' test. It's a farce.

Gartside wasn't the owner but I get what you meant.

Eddie Davis and Gartside where the start of the mess in trying to keep chasing the dream once big same left. Ironically after our 4th season in the prem Wanderers where debut free after paying the ground off.

Anderson was never going to be the long term owner it's more how he used the club and ordinary people lives by not paying them and almost drivng the club out of buiness with very little concern that has caused the backlash from supporters and the press.

There are signs and rumours that a deal has been done and new owners should take over soon, just in time to see us relegated I'd imagine.

The players haven't been paid as promised https://www.theboltonnews.co.uk/sport/17492767.bolton-wanderers-squad-voice-disapproval-on-late-wages/
