If its in the Daily Mail I'd look for something like "Communist, Collective, Fans owned club gets lucky promotion while good Capatalist privatly owned clubs miss out"

The seats are too ingrained with baked in dirt just below the surface.They are 20 + years old which probably had something to do with that issue.

As mentioned it was tried on a few seats but was unsuccessful.
