As a Port Vale fan has pointed out on TFF it's not just league promotion and relegation that will be affected as R1 of the FA Cup will now be (at least) one club short of a full draw.
If it's just Bury will there be a bye, or will there be a "lucky loser" from the quals?
And if Bolton also go plop although there will still be an even number of teams for R1 it would only be kicking the problem on into R2.
An interesting poser ! In some ways it would be simple to put a blank ball into the bag with whoever is drawn with it getting a bye into the second round, but would they still get the prize money ?? But if Bolton follow and you thus have two, so wtf happens if they are drawn against each other ?

Well, firstly, Sly TV would be able to fulfill their promise to televise the (non) game.
And then the blank ball carries through to the round 2 draw?

The personally in that situation prefer all the beaten teams from the previous round put into a hat and one drawn to move to round 1 but with no prize money obtained by them for it.

The good news of Bolton's survival at least ensures that there will be at one relegation spot in League 2, which has the added bonus that Satanage could still find themselves enjoying life back in the Conference in 2020/21 !
