I know, quite shocking that they have fallen so low. Maybe they are looking for investment?
That was what caused the problem in the first place, somebody ploughed a load of money in and the expected success didn't materialise so they pulled the money before the end of the season leaving the board holding the baby. The same person (owner of an electrical company iirc) did the same thing at Alphington and Topsham.

I remember a major issue in the late 1980s at Wingfield Park, Heavitree was the refusal for planning permission to install floodlights at the ground.

One of the teams had two wins and a loss, another had one win and a draw!

I presume our bosses will get managers of the season though, so we could let them have this one..

One bus an hour along Sidmouth Rd is not going to cut it. Yes, shuttle buses could be organised but it's off-putting for spectators and as I've already said will be cost prohibitive. Westpoint, Greendale or Crealey would want a cut and then paying for a couple of buses to do loops for an hour before and after would more than swallow up the gate receipts. If there isn't sufficient parking at the Cliff Hill, its not going to work.
Of course this is all supposition, how do the Chiefs manage it?

By charging stupidly high prices to watch them play, maybe.
Are the shuttle buses free?

First Time at Sandy Park (exeterchiefs.co.uk)

it took 30 seconds on google to find the answer. £10 to park plus a shuttle bus included in the fee; £2 standard fare on the C bus, presumably free for us crusties and the same on the 77 and 78
