I think it’s pretty clear the officials told both teams they could use 6 subs. That’s why it took about 20 hours to come to light that it was an issue as well.

Agree. I think the referee must have sent in his report or whatever they do, and someone at the FA noticed the 6 subs and pointed it out.

I'm not sure what precedent there would be for the FA to apply discretion.

When the FA had the opportunity to apply discretion involving ECFC, the precedent set was to come down hard on us. Thinking Scunthorpe 1974 here.
