Definitely difficult decisions to makeIt seems there is provision, of sorts, for this in the FA rules.
According to The Times, they dictate that if 75 per cent of the fixtures haven’t been completed the season will be null and void. If, however, that has occurred, the standings at the point of cessation will count.
On this basis, it’s hard to see how, for instance, Liverpool won’t be awarded the title - and I think few would argue with that - but becomes rather more complicated where issues of promotion and relegation are involved.
You could make a case that if there are no play-offs, the fourth placed team in League Two should be promoted. At the same time, Cheltenham might reasonably argue they have played a game less, while the fourth bottom team in League One will no doubt be making a case for three up three down.

As I said above Egg, if they did it on average points so far Cheltenham would be 4th and City 5th.
Or they could keep the top 3 and 4th-7th could play off.
Whatever, they're certainly not going to keep everyone happy.
So the only (slightly vain) hope is that the season can be completed in the summer. This would mitigate against financial losses, be fair to the season ticket holders, and be fair from the sporting aspect. But as pointed out, players' contracts would be a tricky problem.
