That article states that it has been given approval and will be in situ before the FGR or Sutton match. So the delay is caused by something else.
Can someone appeal the granting of permission once it's been given? Maybe another reason?

Not suggesting the club should hold a presser, but would be interesting to know the reason, even if it is just as simple as the lack of HGV drivers issue. Maybe DevonLive will pose the question to the club.
Although it’s rather insignificant to my match day, we are losing potential revenue with every home game that goes by without it.

Indeed. I assume the period for objections to be heard occurs before permission is granted.

As far as i can gather i there were no objections and therefore it was passed on 'Officer's recommendations'.

Good things come to he who waits!

I still never found out why they can't plug in the old one so at the very least I don't need to bring my own stopwatch into the ground.
