    Can't we just put a clause in his contract that if he's not in the team, he has a guaranteed right to go out on loan? That way he gets a shot at league football, a better salary, and worst case...

    You cant judge the overall quality of a league by the record of wins different teams have. That only tells you the distribution of quality within the league.
