Our rulers decided that the consequences for the public of a blueprint were so horrific that the public might not have bought into it. Why weren't the contingency plans quietly developed ? Austerity for one, as Hunt was cutting beds/staff/eqpt instead of increasing capacity in line with the report's recommendations. Secondly, Brexit. They threw the dice, and lost.

They did this in S Korea. They took mobile phones fro the infected and used them to trace all their recent and current movements. The app also warned people if they wee approaching a red zone. Bloody smart are the Koreans
