Pandemic exercise Operation Cygnus in 2016 provided opportunity for a blueprint, but the shortfalls were never addressed.
Our rulers decided that the consequences for the public of a blueprint were so horrific that the public might not have bought into it. Without the impact of the actual virus now full in our faces they might have been right. Imagine dear old Lord Sumption giving lectures on police states and freedoms.

All that said, why were contingency plans not quietly developed ? The sanctimonious Jeremy Hunt is going to be in the firing line when this all gets picked over.

Your first sentence would explain why the report was never made public.

Why weren't the contingency plans quietly developed ? Austerity for one, as Hunt was cutting beds/staff/eqpt instead of increasing capacity in line with the report's recommendations. Secondly, Brexit. They threw the dice, and lost.

So a deadly infectious virus which can wipe out hundreds of thousands of people around the world and destroy economies is less horrific than a bleddy blue print.

All well and good if you have a smartphone, but not everyone does.

This has been used in China and may be an option in the UK.

They did this in S Korea. They took mobile phones fro the infected and used them to trace all their recent and current movements. The app also warned people if they wee approaching a red zone. Bloody smart are the Koreans

Yes. The vast majority of those who have caught it have or are recovering.
