After the meals, and prior to the taxi ride home the contestants are told by the producers what score to give the person who's home they've just been at.

For example:

Person A: I would like to give Person B a 4.
Producers: No we can't have that. We want you to give Person B a 7.

So in that sense really.

The producers decide the score the participants can give one another so therefore decide the winner.
