Sutton United are currently in the process of challenging the ruling on "non grass" playing surfaces....

As ever bureaucrats make rules that will give them gainful employment, but fail to see some unintended consequences.

The 'full strength team' rule is riddled with potential problems. Having 10 outfield players on consecutive team sheets means a) I don't think City would be allowed to do what they did in a meaningless game at hartlepool a few seasons back and put out a team of promising youngsters (including IIRC the likes of Grimes and Watkins)
or b) having 10 out of 16 unchanged means that if on Easter saturday 4 get knocks who are not fit for Easter Monday then only two other changes can be made to the squad c) if through postponements there is a fixture backlog, the scope for rotating players is diminished.

Maidstone also have a 4G pitch,though it looks unlikely that they will be in with a shout of the Play offs.

Sutton are well placed at the moment.Could be aggravation for all concerned at the end of the season.

Agreed. There will surely have to be a system of exemptions and appeals, if a club has lots of injuries, suspensions and illnesses. Otherwise we are going to have benches with only 3 outfield players.
