If he could match his intent with ripping out veins, yes.

ban him for enough world cup games so that he wouldn't be able to play qualifiers or at tournaments for rest of this world cup and the next one. That should ensure Uruguay don't progress far in this one and hopefully would hamper their chances of qualifying again until 2022 when Suarez should be too old to play or far past his best. My motives are mainly vindictive, but I cant believe that he has done it three times now and at least the last two haven't been spotted by the officials. At the very least it should be a retrospective red and three game ban, if one of our players had done similar they wouldn't have got away with it.
